WASHINGTON, DC -- MARCH 18: Taylor Harris, a senior journalism major graduating in May, is editor of the Hilltop, Howard's student publication. The underfunded newspaper is run out of an office in the ground floor of one of the dorms, and doesn't have wifi or working computers. Students publish from one of the computer labs on campus, and the paper is going from a twice weekly publication to a weekly.
