COLUMBIA, SC -- 8/2/16 -- Doris Ballard-Kenny, and her daughter, Niya Kenny, at the home of Niya's godmother, who lives just a few miles away.
Throughout the country, states have enacted laws that were meant to stop outside agitators from interfering with schools. Instead these disruptive behavior laws are used against the students that they were meant to protect, disproportionately affecting minority students and jailing them for behavior they are hard wired to do as adolescents.
