BALTIMORE, MD -- SEPTEMBER 16: Ricky Morris, a recovering addict and peer counselor with Bmore Power, worships at Simmons Memorial Baptist, which is located in Penn-North, the heart of the heroin epidemic in Baltimore. People have overdosed on the church steps, and the congregation has shrank over the years even as they minister to people in the neighborhood who need social services.
The opioid epidemic has ravaged Black communities for decades, but only recently has the focus shifted from a law enforcement perspective to a position of a health crisis in need of harm reduction and an emphasis on recovery. Baltimore has pursued harm reduction much longer than other cities and the culture of recovery has a firmer footing in the city.…. (photo by Andre Chung for The Washington Post)
